  18. <p>    Financially strapped cities can expect a dose of comfort this
  19. summer. Congress approved a $1.1 billion urban-aid bill
  20. initially developed as an emergency appropriation package after
  21. the Los Angeles riots. Much of the funding will go to two
  22. agencies that provided disaster relief in L.A., but $500 million
  23. has been set aside for 360,000 summer jobs for youths in 75
  24. cities. An additional urban-assistance program is likely to
  25. follow.
